In the Central American republic of Puerto Santo, a civil war is brewing. President Ramos tries to control the situation, unsuccessfully, while the corrupt Colonel Madero drags the country down. Among the characters is Perry, a CIA agent who, in order to protect Ramos, brings the American fleet ashore.
